limitations and paypal security breach

I've had serious limitations on my accounts for the last seven or so months. With the introduction of this return policy,  i had one high priced item, damaged (by the buyer) and returned (plus, they left negative feedback and got a full refund)  and another buyer, had her husband damage the item when loading and transporting it back home, also resulting in a negative. How long are these so called restrictions in place for ?? Also, paypal took fees from MY account, when my husband has his own seperate account (and a seperate secuity process that he completed when he signed up). The fees were NOT returned nor an explaination for why the account was muddled in the first place ?? A friend told me to contact the banking ombudsman with this issue and breach. Correct ??. After 12 years on ebay, i'm afraid its getting worse with each passing year....

You have every right to go to the Ombudsman.

Have you called Paypal and asked to speak to a supervisor and further up the chain if needed with regard to the fees? If an item was damaged by a buyer and they still got a refund you prossibly did not state your case in enough detail, again you should have called Paypal and still can, althogh it was a very long time ago, to tell them you want the money put back in your account within 48 hours or yoi will be contacting the financial sefvices ombudsman unless of course you agreed to the return and refund.

The negs are another matter and with an ill considered response such as the one you left for the latest neg that would do far more to put buyers off than a couple of red dots so long ago.
