If I make an offer is the item still able to be bought by someone else while i am waiting to find out if my offer was accepted?

Yes.

Once you put in your offer, the seller has 48 hours to repond or decline it. They ( seller ) may make a Counter Offer back to you. You can the accept or decline. Someone else may offer a better price than you, so the seller may accept that and the item has sold. It's quite easy really.
