I brought an item in 18 nov 2014. Havent recceived yet, ask for refund. not given yet. Need to contact the resolution center to take this case for us. But it doesnt comes up in the resolution page to put a case throught. any helpis much appreciated.

It is to open a dispute
NEVER let a seller string you along for more than 3 weeks to take action.
If they said they were going to refund and did not within 24 hours then open the dispute as they could have refunded in the time they replied to you.

I think you will find you have left it too long. Unless you paid by credit card, in which case you may be able to do a chargeback through your bank. However, it may pay you to contact Paypal and see what your options are. Your seller has let you down by allowing this to go way past the resolution timeframe.

Is it too late to open a PayPal dispute? When did the 180 day thing come in? It's not 180 days since November 18, so could be worth trying to open a dispute through PayPal. If that doesn't work, then it's too late to do anything, as already mentioned. I hope it wasn't a lot of money.

I just checked in PayPal and I think you might be able to open a dispute in there. This is what I found:
You can open a dispute if the following conditions are met:
- You never received your item, or if the item is significantly not as described, and
- It has been less than 180 days since the payment was made.
Before you open a dispute, we recommend you contact the seller directly and try to resolve the issue. This is often faster and less contentious than filing a dispute.
Note: Starting from November 18, 2014, we're extending the timeframe to open a dispute from 45 days to 180 days. If you've made the transaction before November 18, 2014, you'll still need to open a dispute within 45 days from the transaction date.
Login to PayPal and click on the resolution centre link in the menu at the top. Under the report a problem heading, click the dispute a transaction button. Change the dates to Nov 18th so you can find your transaction easily. Check the box of the transaction in question, then down the bottom, hit continue. I'm not sure where to go after that because I've not opened a dispute before and I don't want to accidentally open one by clicking the continue button! I'm sure the next page will tell you what you need to do.
If you bought on Nov 18th, you might have just scraped in!! Good luck. Let us know if you managed to open a dispute.

Is the MBG 180 days too? I thought it was only PayPal that fattened it out? Hopefully if the OP did buy on the 18th and the fattened out PayPal came into effect on the 18th, they should be right. Fingers crossed!
