Can someone please advise me, an item i have won is a pick up item and the seller is relatively new to ebay with a very low score, and they want me to pay for the item with paypal before i actually go and pick it up. This has never happened to me before and I am concerned about the newness of the seller and the fact that they are INSISTING on payment before pick up. Has this happened to anyone else? Please advise.

There is no buyer or seller protection available for pick-up items paid for with PayPal - perhaps the seller is unaware of that and feels payment in advance would be more secure, but it is not secure for either party.
I would let them know that it is not a safe payment method for them or for you, and hopefully you can arrange a pick-up time soon to inspect and pay cash on pick -up.

I don't know if you are aware of the fact but there is no seller protection for a pick up item and an unscrupulous buyer can fund their Paypal payment with a credit card and then at any time in the next few months ask their bank to do a chargeback, without Paypal seller protection you would have no option but to pay the buyer back in full.
You would then have to go after them through civil proceedings to get your money back and that may not be possible if they have used a stolen or cloned credit card with a false address.
If you care to read the discussion boards you will see that cash on pick up after the item has been inspected is the only safe way for both buyer and seller.
