Strange behaviour for a hacker, just adding a delivery address in Paypal! If your account has been hacked you need to contact Paypal straight away and do more than just change your Paypal password. You need to change the password of all sites that contain or can lead to any financial information including ebay and your bank/credit card providers etc.
You also need to run an in depth security scan, it is best to do this with system restore disabled as sometimes trojans etc are hidden in there and will reinstal even if they are removed.
