ebay should introduce a new rule for people selling ps4 console bundles at an over inflated price . for example they could only allow 10% extra charge for handling, on top of recommended retail price of new consoles that hav'nt been unpacked and 10% less for used or unpacked consoles. this measure would curb scalpers and help protect sonys marketing interests.

I don't think anything wil really curb scalpers, and eBay are hardly likely to put a restriction on selling prices when the more an item sells for, the more eBay make.
Also, anybody can sell items Brand New in Box (or with tags), so applying some sort or restriction on one product is never going to fly.
I'm not arguing about the morality or otherwise of scalping, but in a commercial sense if somebody legally owns something, it is their right to sell it for whatever somebody else is willing to pay - and eBay are definitely not going to limit their income by making morality calls.
The only way to curb scalpers is not to buy from them.
