refund completed but not paid

dont know if this is the right place to post this but recently i bought a shirt for $33 usd and shipping of $19 but recieved the wrong item so i filed a claim. it was ruled that i won the claim and i was emailed twice in the first saying that i had won and will recieve the $33 usd and in the second saying that the $19 usd had been sent to my paypal account. On my paypal summary it shows in the completed section the +$19usd but my account balance is still $0 and its not in my bank account also there is no sign of the $33. do i need to connect a bank account to recieve the refund?

It depends on how the payment was funded. If it was taken from your bank account or funded with a credit card it will go back to the same place. In which case it can take a few business days for that to happen.

Then the refund will go back to the debit account and will take 3-5 days usually to show in the account.

If a payment is funded with paypal funds or a bank account any refund will go to your paypal account....it does not go to your bank account.

yes i was but then i recieved the 2 emails saying the refund had been sent

So do you think it is ok & fair to the seller to keep the goods  PLUS a full refund ??
