says free postage but have postage costs but if i change my post code i get free postage why

hi was going to buy item 201320190143 dressmakers model sys free postage but when you go into listing they have a charge of 34.50 but if i change the post code to sydney it says free postage are they allowed to do this

the item listing clearly states

Before purchasing enter your 4 digit post code and then choose your suburb to get your freight cost. You will find the calculator to the right of the picture.

The description states free postage Sydney Metro only, I believe they are allowed to do this, they probably have special rates within Sydney Metro.
