quite a few times now I have won something at the minimuym bid as noone else bid on it , then the item doesn't arrive. The seller has usually refunded but it is still very suspicious because these are the only items I have ever not received. Especially when they are coming from places like Austraia to Australia where the post is usually quite reliable. I know there is nothing I can do cause I can't prove anything but I am mightily getting sick of it.

Are the items usually from new sellers?
sometimes, they do not realise that they need to sell at the price the item is won for, and can set very low starting bids alongside a buy it now. Not knowing the buy it now goes on the first bid. They do need to honour the sale, though...if you think that is happening, then it is reportable. But if it is an inexperienced seller with a valuable item going for 99 cents, I would probably not report it but mention it to them, directly. A sale, is a sale, and to set the minimum price at something they are comfortable with. Otherwise they will keep doing it.
if it is from established sellers then they should know what they are doing when they set minimum bids. I would ask eBay to look into that.
if you have sellers that do not refund, open item not received claims through Paypal before your buyer protection expires at 45 days. I suggest at about the 40 day mark.
it is against policy to not honour the sale, and if you report it, up to eBay to look into it. If they get enough reports on one seller, they should take action, hopefully.

As long as you have your refund leave them a neg, trash their stars and move on. They will either have to mend their ways or will not be able to sell anything.
There will always be a percentage of sellers who will not send just as there are a percentage of buyers who will not pay.
That, I am afraid, is life.
