what happens when you pay for an item but don't receive it?

what happens when you pay for an item (by bank to bank transfer in australia) and you don't receive the item?

I opened a case, seller didn't respond, case was closed... what about my refund? ebay should refund what I paid for the item + shipping, how do i get this back ??

The OP is both a buyer and a seller with over 10 years experience.  Why would they think ebay should give back the money that they paid into a seller's bank account when it is clearly stated at every turn that it is not a safe payment method.

Sorry, but if you don't read the terms of use of ebay and paypal then it is just too bad.
