ebay should be monitoring customer feedback. Refer to customer reviews on fastways website of 1 out of 5 only because you cant give feedback of zero.

Most people here know how bad Fastway are
You would need to contact eBay with your instructions
Highly doubt eBay is going to go look at external sites for customer reviews, especially when they don't review stuff on their own site

Why don't buyers refuse to deal with sellers who use Fastway/Aramex (new name from over a year ago)?
eBay does seem to have a deal with Sendle, a courier broker who seems to mainly use, you guessed it, Aramex. So it is reasonable to assume that sellers are being sucked into using the service to make a few cents more profit.
So don't buy from sellers who use couriers. Problem solved. It might cost you more, though.
Btw, while Aramex is notorious for their lack of service, online reviews, like complaints on eBay, are heavily loaded towards those who are not happy, and are thus not necessarily representative.

It would certainly set the cat among the pigeons if ebay gets involved in telling sellers what delivery services they can and can not use.
That would also increase the costs that have to be covered by sellers.....are you happy to have your buying costs go through the roof just because you cannot do your own due diligence. If you don't like the delivery service a seller is using you can look for another seller who has services that you do approve of.

Re delivery services, the problem is with sellers who simply don't mention using couriers in their listings. I've just had one recently.that stated Free Standard Postage Standard Delivery.
It wasn't. It was Fastway couriers. Luckily I got my item HOWEVER the label said Safe Drop and the courier left my parcel out in the open next to the front door...which is only 3 metres from a public footpath. Because of Covid there wasn't much foot traffic thank goodness. Usually traffic is heavy as there's a primary school very close by.
I have already lodged a complaint with Fastway as I have a Safe Drop spot which should be been used and I have a note on the front door directing people NOT to leave parcels near the front door (and frankly it should already be obvious it is not a good idea to do so).
Overseas sellers - I also recently had a UK seller use a P2P (peer to peer) courier service, and Oz end delivery turned out to be Fastway. Buyers (and eBay for that matter) have no control over what companies are used for this service. Luckily this time the parcel was left in my letterbox.
