As it is a pick item ask if you can see it working and do not hand over the cash unless you are 100% happy with the purchase.
It is best to research before you buy not after.

I agree check it works before you pay, but its better to read feedback first as Once you win/buy you are committed to the item regardless.

yes I made a mistake by not researching it, first time using eBay and bid on it not thinking I would win yes pretty naive and sleep deprived lol... I have read that ebay will block you if you pull out of a sale 3 or more times..is this correct I have never done this and never intend to do it again but if I contact the seller and advise I wont be purchasing they will be able to relist

ebay don't block you, but if seller opens a non paid case it does go on your account and if you receive 2 or more, you won't be able to buy from sellers that have blocks in place.
The seller needs to agree to send a mutual cancellation which you then agree to to end the transaction.
Whether they do or not is entirely up to them.
Having 1 unpaid strike is not going to affect you so if you feel the item is not safe perhaps express your concerns to the seller and see if they agree to a cancellation.

Even if ebay did give you an unpaid item strike it would almost certainly be overturned if you contacted them and told them it was a pick up item that turned out to be not as described when you went to collect it.

A possible unpaid item strike vs handing over money for something that might not work and may be unsafe????
No-brainer really (especially as one strike isn't a problem and can probably be overturned).
