What is this and who possibly made it? Help Please

Hello to all the collectors!  My grandmother was recently going to throw this item away and I thought I might post it here, hoping someone may know what it is and who possibly made it.  She can't remember what it is or where she got it from due to some age related memory loss.  I thought it might be for salt and pepper?  It doesn't seem to hold spoons - I've got no idea.  I would be grateful if anyone knows and if it is worth listing - not my style to keep and Grandma doesn't want it.  The bottom has some felt stuff on it covering a hole.  Haven't been able to find any marks on it.

YEE HAAH - Thankyou soo much!  No my Grandfather didn't smoke a pipe, but my Grandmother's father did so it was probably his.  I will let her know and see if she now wants to keep it or list it.  Thanks Hynes-sight - I would NEVER have picked that!  Bec
