looks copper to me and it has not left a indent in the chair so it light

the base has Art Nouveau motif so it dates from that time . it also has a lot of built up polish residue and looks to have been lovingly polished to shine. this might explain the loss of patina however. copper figures of that era had a flat unpolished finish or were cold painted usually .

sorry i forgot to answer .yes it is 1900 ish maybe a bit earler or later. i'd clean the brasso polish residue off (hot water soft brush) it is collectable and should sell easily enough.
