<removed> sends out defective items, which they refuse to replace. What can I do?

There seems to be no recall to sellers who send out defective items .... and if you were slow in giving feedback there is no way to warn other buyers about this scurrilous  seller.

Avoid <removed> !!  You WILL be disappointed.

I'm sorry you had a bad expeience but as you see, you are not allowed to name other eBay users on these forums. You do have 60 days to leave Feedback. There may be other avenues open to you if you used a credit card to fund your purchase; this question is better directed to the Buying Board, where someone may be able to help you if you give details WITHOUT naming the seller.
