not all food pathogens are killed by freezing, siome are made dormant (spore producers) but others do continue to multiply, just really slowly.
The sustainability of a constant temperature is also a factor.

The other thing is to completely thaw food before you cook it.
and freeze it with as little air in the bag as possible.

I don't do that. I have often either partially defrosted in the microwave or cooked from frozen.
You have to make sure that it needs to be cooked straight away from the microwave and of course,
realise that cooking will take longer.
