Legislation only reduces work related accidents, it does not completely stop them.

Work for the Dole is something i have never agreed to. using people as cheap labour just because they cant find work is slavery in my eyes.
if there is real work that needs doing then offer, dont demand with menaces, the jobs to the unemployed with full pay and conditions.
this country was once a leader in showing the world we cared for our citizens but john howard took what he began under malcolm fraser (dole bludgers was a term often used during frasers time in power) and created a Us & Them culture where people on the dole were the cause of all our problems.
howard then expanded it to imagrants/boat people.
and it worked, we became a society of greedy 'its mine and you cant have its'
didnt help that at the same time we started getting bombarded with TV shows where if you didnt stack up or pull your weight you got voted off the island (or whatever the place was you were in)
and hey, look at the USA, they turned government into a reality show and dont they cheer when the big guy "FIRES SOMEONE"

My youngest son was working for the dole, I thought it was good for his esteem
(after he had been through a rough event and was unable to work)
As a result of him doing it, he was offered a job as a supervisor at the company he was sent to.
He now oversees others that work for the dole.
If my son had not worked for the dole, he may not have the job he has now.
He is now certified in a couple of areas with OH&S.
I am aware of a Govt department that pays zero wages to people until they finish their training.
Some of these people may take 3 to 4 weeks to pass the training.

i'm not saying the unemployed shouldnt get work from the government, just pay them the going rates with ALL the benifits while they do it.
and dont make it compulsory.
i think if you tell an unemployed person if they take up doing 'work for the dole' they will get full wages and cover for injury ect then people would put their hands up for it.
its the fact the dole is proven to be sub minimum wage and then the govt wants them to work for it thats the problem with me.

The people who participate in the work for the dole are not covered by the host employers workers compensation.
They are covered under a personal accident insurance via the Fed Govt, and was done through a Broker, whether it
is still by a Broker I cannot answer.
Technically the people are employed by the govt and are not regarded as an employee of the host employer.
The host employer has the same responsibilities to the person as he would with other employees, and must
ensure that the workplace and work the person is doing meets OH&S (now the WH&S,work health & safety) regs
under the relevant legislation and requirements of the program.
The job active provider (employment agency) must check that the activity is safe and prepare a written risk assessment.
There is legislation around this and proceedures to report any breaches.
