Council Cleanup/Hardwaste Collections

My OH loves 'em.
He piles all our junk on the nature strip and then takes a somewhat unhealthy interest in people stopping and looking over what's there. I tell him, if it goes, it goes. I don't care who takes it, scavangers or council workers.

I think it's his favourite time of year LOL

You have just asserted that you local council is involved in illegal dumping of some very nasty stuff.

Refrigerant Handling Licence

  • Who needs a refrigerant handling licence?

 

Any person who handles refrigerant or works on RAC equipment must hold a refrigerant handling licence. Handling a refrigerant means doing anything with the refrigerant, or a component of RAC equipment, that carries the risk of its emission, including:

 

  • decanting the refrigerant; or

 

  • manufacturing, installing, commissioning, servicing or maintaining RAC equipment, irrespective if whether or not refrigerant is present; or

 

decommissioning or disposing of RAC equipment where refrigerant is present.

And for completeness sake I would think that that compacting a fridge in a rubbish truck would fall with the definition of

 

โ€œdisposing of RAC equipment where refrigerant is presentโ€.

Refrigerators have to be degassed before they will pick them up so they can squash them.  You need to have the certificate attached to the fridge before they will take it.

what I said is what happens where I live.

 

The council I use to come under did the same thing, compacted everything and it went to landfill.

Iโ€™m not challenging what you say you saw.

 

What I am saying is, if you reside in one of the few council areas which sends everything direct to landfill, and if you are correct when you say that includes refrigerators, then two issues immediately arise.

 

Firstly your council is incompetent in that they are not taking full advantage of the resources on offer.  That is there is money in rubbish.  A lot of money.  Money which your council is wasting to the ratepayerโ€™s detriment. 

 

Secondly, if you are correct when you say they also collect refrigerators and compact them before sending them to landfill, then logic dictates these units have not been degassed, and it is illegal to dump refrigerators which still contain refrigerant.  I say illogic dictates because, having paid to have it degassed, why would anyone take what is now a nonworking fridge home.   Instead, why not just leave it there it is and let the person who gassed it get rid of it for you.
