They are, as my later post stated 'public goods' provided by Govt. They are free to all members of society.
The Govt collects tax and redistributes it to areas of need.

Nope they are not.
Income tax is only a portion of the general revenue pool, which we all contribute to and all benefit from.

You are wrong. Taxes are collected and the Govt redistributes them. There is no - the unemployed don't pay tax so haven't contributed to Govt services.. blah blah..involved.
ALL consumers pay GST.
The Govt provides 'public goods' to all members of society. There are no conditions attached.
