The washing load is not concentric (imbalanced) therefore it is eccentric. IMO

I think it is just a long winded way of saying that if the machine is out of balance it will not work.

I love foreign instructions that make a valiant effort to 'fish' for the right words...or near enough....to explain something.
Mind you, sometimes the solution can be brilliant in its simplicity, as I found on a leaflet explaining how to use a bedside light.
Next to an illustration of the light switch in the ON position were the words: Light On.
The next illustration had the switch in the OFF position with the explanation: Darkness On
