How is it the fault of the government.

An agreement was reached with the power company responsible for the fire but they will not pay out the money.

It is an issue with enforcing a court order....not anything to do with the government.

Lyndal, I think you'll find in Community Spirit that EVERYTHING is the govt's fault.

My understanding is that enforcement issues that aren't the domain of the Police are the domain of the Government.
