Yep. It's all about free will. You do it to yourself, God has nothing to do with it. Right?
Then THE LORD hardened the heart of Pharaoh king of Egypt, so that he pursued the Israelites, who were marching out boldly.(Exodus 14:8)

The Lord has made all things for Himself: EVEN THE WICKED FOR THE DAY OF EVIL. (Prov. 16:4)
Not much "free will" happening there, huh? And there's scores of passages in the OT similar to these. What about the NT?
Nor does anyone know the Father, except the Son, and anyone to whom the Son WILLS TO REVEAL HIM. (Mat. 11:27)
No one can come to me unless the Father draws him. (John 6:44)
You DID NOT CHOOSE ME, BUT I CHOSE YOU, and APPOINTED YOU. (John 15:16)To all whom THOU has GIVEN him (Jesus), He may give eternal life. (John 17:2)
For the promise is for you and your children, as many as the Lord SHALL CALL TO HIMSELF. (Acts 2:39)

He PREDESTINED us to adoption as sons through Jesus Christ, according to the intentions of HIS WILL... to the glory of His grace [Divine favoritism], which he freely bestowed on us. (Ephesians 1:4-6)

My favorite passages about this are in Romans, which I'll condense for the sake of space:
For whom He FOREKNEW, He also PREDESTINATED to become conformed to the image of His son...and whom He PREDESTINATED, these He also called; and whom he called, these He also justified; and whom He justified, these He also glorified...God is the one who justifies...For He says to Moses, "I will have mercy on whom I will have mercy and I will have compassion on whom I have compassion." So then, IT DOES NOT DEPEND ON THE MAN WHO WILLS or the man who runs, but on God who has mercy [=Divine favor]... Does not the potter have a right over the clay, to make from the same lump one vessel for honorable use, and another for common use? What if God, although willing to demonstrate His wrath and to make His power known, endured with much patience vessels of wrath PREPARED FOR DESTRUCTION? And He did so in order that He might make known the riches of His glory upon vessels of mercy, which HE PREPARED BEFOREHAND for glory, even us, whom He called...I (God) was found by THOSE WHO SOUGHT ME NOT, I became manifest to those WHO DID NOT ASK FOR ME...In the same way then, there has also come to be at the present time a remnant according to GOD'S gracious CHOICE. (Romans 8:29-30,33; 9:15-16,21-24; 10:20; 11:5)
Even faith itself is not something that we all inherently possess, at least not the kind of faith it takes to become a believer: For by grace you have been saved through faith; and that [meaning "that faith"] not of yourselves, it is the gift of God. (Ephesians 2:8) If God doesn't give this "faith" to everybody, that's just too bad. He's God and he can do whatever he wants!
I think it's pretty obvious, based on these passages and many more, that not only DOES "send people to hell" - he PREDESTINED them for it. They never really did have a choice. God made them for just that purpose. There's no way one can use "free will" to get God off the hook.
