How many HD set top boxes come without recording or storage?

I got a set top box that has no recording and no storage. I dont want those features or the extra power that gets used.

Is there many boxes like this. What does PVR mean?

I want a set top box that only has HD channels and a usb port that plays content already on the usb. Not a usb port for recording shows off the the set top box.
