Not sure i would classify it as moderate; it is a very oppressive state. People are executed, or flogged and jailed for nothing much every day. They jail people for listening to the "wrong" kind of music or painting something that is not approved by the mullahs. Wasn't it you OP who said recently that as there is no war in Iran, people escaping from there are not refugees, and should be sent back?

anyway, further on the issue in the OP:

UNICEF also urges the Islamic Republic of Iran to offer a special review of the cases of those children who have been sentenced to capital punishment prior to the ratification of the new Islamic penal code and to allow these children the opportunity to avail themselves of the new provisions under this code."
Iran has recently revised its Islamic Penal Code with new provisions to protect children from the death sentence, a move welcomed by UNICEF.
