Is it just a matter of opinion what constitue as beauty? Is it a majority decides.
Is beauty universal? Is there an objective way of deciding beauty?
How do YOU decide what beauty is?

I think in terms of physical beauty, then yes, PERCEIVED beauty is universal.
A recent study was done as an updated version the The Clark Study from the 30's that looked at skin colour. Almost everyone said that the white faces were more beautiful than the dark faces. This includes those people that were non white and non-caucasian.
Also, I agree with you in terms that babies prefer beautiful faces. There have been lots of studies on this subject. And it isn't just about human faces being symmetrical as an ideal face. The studies covered this quirk and others and all had the same result.
