to operate a casino, part of the licensing requirement is that you are a person of good character - a charge of assailt or affray will ruin that. if packer is charged, its goodbye casino operaters license

Is Packer a bully boy?
It seems odd that he texted his mate to go off about the news truck, ordering that it be removed.
Mate goes to check it out and explain via phone that the driver lives there.
Packer leaves car and punches mate whose head smashes bricks on the way down.
Mate takes blame after the event by saying it's his fault for being there.
Are they really best friends?
It all reminds me of a school yard bully scenario.
