I am guessing that she has some memory of the people she met and their circumstances when the states were signing the NDIS? why would she need to cry for effect now?

I think all her tears were just a release of the last month or two of the government going into a nose dive and not even good policies giving her an improvement in the ratings...
Nothing at all to do with the NDIS...

you forget (or the person who wrote the article you pinched this from does) all of the male and female members on both sides of the house who cried during the Asylum Debate . i think hockey was among them.

A STRESSFUL 24 hours has clearly taken its toll on Prime Minister Julia Gillard.
The PM broke down in Parliament this morning when introducing legislation to raise the Medicare levy to help fund the National Disability Insurance Scheme (NDIS).
The NDIS is one of the issues dearest to the PM’s heart, and she has staked much of her reputation on it.
During her speech Ms Gillard became emotional when discussing the positive impact it would have on people's lives.
Providing "security and dignity'' to the disabled was why Australians were so overwhelmingly supportive of the scheme, she told the lower house.
"Over the past six years, the idea of a national disability insurance scheme has found a place in our nation's hearts," she said.
"In March, we gave it a place in our nation's laws.
"Today we inscribe it in our nation's finances."
Ms Gillard previously broke down in February 2011, when she delivered a condolence message on the devastation caused by the Queensland floods.
During a speech in Federal Parliament, Ms Gillard's voice shook and tears flowed as she recalled the heroics of rescuers, and of those who had died.
