How did they get those stats? They asked people in the age group, the majority of whom do not want to be the only one not active. I doubt they're reliable.
At least that's a relevant C & P though.
It has actually increased between 2002 and 2008...still looking for more recent...but the trend is obvious...
Survey administration
School principals were sent a letter inviting their school to participate and asking them to nominate
a school contact person. The contact letter contained a description of the survey and its background,
and processes involved in its administration. The school contact person, generally, was either a teacher,
a deputy principal or a school nurse. Once agreement was gained from individual schools, research
staff sent survey information packs including questionnaires, parent/student consent pro-forma and
instructions for conducting the survey. School contacts arranged for consent letters to be sent home
to parents, permission slips to be returned, and established the time and place for the survey.
Survey administration was undertaken by the school contact at each school. To protect confidentiality
of the students, the survey was designed to be completed under exam conditions. Where possible,
students were seated at separate desks and asked not to talk or discuss the questionnaire while
completing the survey. Students were made aware that they could withdraw from the survey at any time
should they wish. Students were requested not to put identifying information on their questionnaires
and were supplied a blank sealable envelope in which to place the completed questionnaires.
On completion of the survey, students were provided with an information sheet showing correct
answers to true/false STI, HIV/AIDS, HPV, cervical cancer and hepatitis knowledge questions asked
in the survey. Students were also given a pocket sized card containing referral telephone numbers for
the relevant state Sexual Health Centre, Kids Help and Life Lines.

Well I've just made my eyes bleed by reading this entire thread.
Sheesh! There is one person in particular that seems to get an idea in thier head and has to flood the thread with c&p's, give it a rest!
The OP never mentioned sexual involvement (which was later confirmed by OP). I can't see a problem with them just 'dating', but IF it does turn sexual, then yes I have a problem.

Saving space
Yes, I do get it was a legit survey, BUT most kids of that age will embellish they prowess, shall we say. Think of it this way, people who are asked how many cigarettes they smoke in a day tend to admit to less than what they do (even in an anonymous survey) because admitting how much one actually smokes is seen as a weakness. On the other hand, being active in that way is seen as being normal, or in some cases, being normal.

Come off it.
Think back to yourselves at age 13. The crushes you had on ppl. The passions you had.
How gorgeous you were.
Your parents may have had some control. Social taboos maybe. Apart from that you were subject to your changing body with it's raging hormones.
Any older halfway acceptable person would have been welcome for soxual initiation and never mind about the laws or health issues. It couldn't happen to you because you were young and invincible.
