Yes if no one spends money the Government can't get their cut from each transaction.

They are caught between a rock and a hard place - the US suicide rate for recently unexpected unemployed as per each 1% increase in the umemployment rate has been calculated and published ,....... , a byproduct i suppose of their more self-made economic system with minimalist Govt interventions.
We have the benefit of a more embracing welfare state that buffers the emotional shock - also our minimal losses and Govt supports and private sector concessions ( plus the man-cave culture) will enable a more resiliant transition to survival mode , then transition to economic refurbishing
