It would depend on the circumstances in which the phrase was used.
Sometimes when a person you're offering assistance or advice to replies with "you don't understand" they might not really understand either. As in they're struggling with something and have not yet made sense of their situation enough to deal it appropriately.

both probably, but look at it this way - it leaves the conversation open. You ask them to explain, elaborate, etc
much better than "don't talk to me" "leave me alone" "grrrr"
