If you want really truly correct English, it should be "To whom does Brad need to talk to solve the problem?"

 

But that is too stilted, and unnecessary.

That's a funny one.  I think both words are to with one o so probably best to say

 

'In order to solve the problem, to whom does Brad need to talk?'
