You're probably right we will disagree if you feel that merchants & those in shops should legally have to accept coinage no matter what the amount is.
And I also don't believe the discussion is really about 'poor' people as such. It's about what's a fair thing as far as using coins goes.
I used to be in charge of both tea/biscuit buying for staff plus tattslotto buying. You might have had a modified opinion about things if you'd been behind me in the supermarket or newsagency if i had tried to pay big bills (over $100) with 5, 10, 20 & 50 cent coins. I never did, but I could have.

If anyone is so poor that they have to pay with small change they should go to a supermarket. They can buy a loaf of bread and a litre of milk for $2.80 and pay with their coins.
Convenience store shopping is expensive and not suitable for the "poor".
