The cyclist needs to engage the brain a bit.The door of the taxi was opening while the cyclist was passing the car behind the taxi.

As it's a bike lane and the taxi was waiting for lights to change the passenger should not have opened the door.

It doesn't look wide enough to be a bike lane to me; more like road marking to denote no stopping / parking by vehicles.
I rather think that the bike rider was disobeying the road rules by "undertaking".

I didn't realise that Victoria had an Anti-Dooring Law? I can't find any reference to it. But either way, a law like that is usually connected to laws regarding bike line. And it is hard to tell if that white line denotes a cycle way or if it simply a 'no stopping' indicator.
I'm not sure of the road rules in Victoria, but if it denotes a bike lane then absolutely the door opening was illegal.
In Sydney, the bike lanes are painted green so you can see them clearly.

The taxi didn't use indicator to pull up in the NO STANDING zone to let passengers out. He stopped for the lights, as did the cars in front and behind.

Then the pasenger is in trouble, it is an offence to open a car door unless parked, and being stationary in traffic doesnt qualify as being parked.
There was a case here many years ago where a pasenger that was getting out at a set of traffic lights and took a rider out and they sued the pasenger as it was not considered as part of operating the vechical so the CTP didnt cover it.
