Given it was a dog pound, I would refer him to a qualified specialist in PTSD.

In the meantime I hope he is protected and the community is protected from him. He is dangerous. And it is the woman who is a candidate for PTSD. I hope she gets the help she needs.

That shelter also holds cats and apparently his cat was there.
As he couldn't wait until the next day to get his cat and stormed the place that night - and then he went back to the shelter the next day to retrieve his cat (where he was arrested), I think the possibility that he has PTSD is very likely.

I'm sure I read he has a family so I presume the cat is back home.
