Hi, I don't understand why in my account summary my balance says I have $290 but my Paypal account only has $96 in it. Can someone please explain this to me? Is the $290 money I actually have? Or is it something else, like a balance of fees I've paid? I don't get it. I can't seem to access the $290, it's just sitting there in print.
I thought a balance meant money you actually HAVE?
