I committed to purchasing 2 items from a seller, then messaged the seller requesting combined postage.
The seller has not responded and now ebay has blocked my account from further purchases due to the unpaid goods
It's not eBay that's blocked your account it's any seller that has their blocks in place for unpaid items (2 or more in 12 months),
IF you've never had them before you could try getting in touch with eBay's CS and they MIGHT remove them.
For the future, it is better to ask a seller if they combine postage before committing to buy. Not all sellers combine postage, and if you buy from overseas using Pitney Bowes it is not even possible.
