How do you contact eBay when you can't log into your account - asking on behalf of a friend.

Hi, 

Could someone please help me - I am asking on behalf of a friend.  She joined eBay 1st May this year and made a purchase - paid for the item and when it didn't arrive in the time frame - wrote to the seller to ask him about it.  She then received a message from eBay stating the message was not sent as :

Your recent message to *********  wasn't sent, because our records indicate you have been suspended and are no longer a registered user.

Above is the message received from eBay - she can't even log into her account -  to attempt to get to the link they sent.  Could someone please suggest a way of contact eBay to clarify the matter.
