My account has been restricted for 30 days and after that time i still cannot list items

My account was restricted from selling 38 days back because i listed a fake iphone phone on ebay.
The problem was that i never knew that i can't sell that kind of phone so ebay told me i cant list items for sale using my account for 30 days or i can take that restriction off but i must pay $200 to ebay which i don't want to do.
I rather wait 30 days.
I'd like to start selling again but i don't know what to do. Please help me sell things. Ebay does not allow me to sell things anymore and i don't want to pay 200 dollars just for a restriction
