PayPal email issue

I am new to selling on eBay and cannot complete my listing due to message attached. Can someone explain?

I am also guessing you need to sign up for managed payments as all sellers need to by around 26th June.

I think it might have to do with Managed Payments, as sellers are not paid into PayPal any more, even if buyers can still use it.
