Return awaiting collection at PO

I did an eBay Plus return a couple of weeks ago. The return address that eBay printed on the return label was a PO Box. Australia Post tracking shows that the package reached the PO Box over a week ago, but the seller still has not collected it. The eBay Plus policy says I will get my refund within 3 days of the seller receiving my return, but it seems the seller can just let it sit at the post office and it doesn't count as having been delivered yet! I contacted the seller 3 days ago, but have not received any reply. 

 

Do I just keep waiting, or is there some action I can take?

 

If the seller goes on not collecting, the Post Office will (I presume) eventually return the package to me as undeliverable. Will I still get my refund then? Will eBay pay return postage a second time to try again? That could go on for a long time...
