can I talk to a customer service person in australia

I'm in trouble, and I can't get any answers anywhere.  The seller has been stringing me on from China and will not refund me.

I ordered from them Dec 17, 2019. Order arrived months later, however package was opened and half the items missing. Contacted seller said the would replace order... Its now Sept 2021, NO REFUND,NO REPLACEMENT ORDER.  How can I talk to a EBay person for help

The call center staff are overseas

 

However, even of it were possible, it is far , far, far too late

 

Even PayPay only give 6 months 

 

Going on for two years later, sorry but nowhere to go

 

The seller never had any intention of refunding or replacing and was hoping you would not use the tools eBay give (and then PayPal give) to get your money back or any item as a replacement 

Unfortunately after almost 2 years it is too late for any dispute or help. You should have started a dispute much earlier.

You have 30 days since the last day of the estimated delivery for an eBay dispute and 180 days since the date of purchase to open a PayPal dispute.
