I rarely use eBay, maybe once a year. When I log in I get an email about suspicious activity and a new deivce. Sorry, it's been the same laptop for many years, eBay really has no idea what device I'm using (only what it can scrape from the user agent and browser details, which is a pretty rubbish way to identify a device).
If I buy something, my account is locked and I'm told to change my password.
This is really annoying. The things I buy have a value of less than $50.
If I try to contact eBay to complain, I'm given an option of a phone call or chat bot.
What gives? I use a VPN and regularly change the server and clear my browser history. Maybe that's what spooks eBay.
Do others have this issue?

All of those things can cause the problem you mention.
Do as they suggest, change your password.
No maybe about
eBay would consider those things suss and lock your account accordingly for security reasons
