If it relates to eBay ringing you and saying you have been charged for something you didn't buy, it is a scam.

If it was Claiming to be from 'eBay' claiming you owe $299 (or such) yes

If it was claiming to be eBay and that you bought an iPhone/ itunes cards etc etc etc
