If something does not work, the first step is always to contact the seller.
If the seller is unresponsive or finds excuses, open a case for INAD (item not as described). You have 30 days since the last day of the estimated delivery on eBay, and if you used PayPal to pay, you have 180 days since the date of purchase.
I would advise not to accept replacements, as many people who agreed to receive a replacement did not get one, and then it was too late to open a case.
