why is the new fee for stores being charged on August invoice? Been charged $38.89 in Aug invoice? Thought 15th was the date?

Charged on August invoice for new basic sub fee. Thought was to be 49.95 per month coming into effect on 15/9. Why have i been charged and the sum of $38,88 makes no sense. Any ideas people?
