You need to go to bottom of EBay page and click on “help”, scroll down the bottom there and find “chat” or “we will call you”. It used to be that you could call them but they have changed it to they will call you, and they do

Are you fully signed up AND verified for Managed Payments ? Note, eBay will see you as a "new seller" if you haven't sold much in the last 12 months, and your funds will be put on hold for 30 days until you can show by feedack and/or tracking that the item has been delivered.
