Can I ask for a refund when a seller sends my items by standard instead of expedited shipping?

I specifically requested and received confirmation of the expedited shipping from the seller prior to and on purchase and payment of the items. The items will arrive after the date required, even with a few working days leeway which I allowed for. The value of the combined expedited shipping of the items is over $200US and the seller is offering only to send another similar item worth $14.90 retail price stating it was a mistake. Sounds like a rort to me. What recourse have I got? Can I ask for a refund?

There is no recourse through a paypal dispute unless/until the item does not turn up, or if it does arrive and is Significantly Not As Described.

You can only ask the seller for a refund and as I have already said, it does not sound as though he is going to oblige.
