Do I have to refund if a parcel has gone missing with a tracking number?

I sent a parcel on 12/5 with tracking number, it still shows as in transit so I have lodged a missing parcel enquiry with AP.

I'm not really sure what to do next as I haven't heard back from them but the buyer keeps emailing me?

 

Is it up to me to refund even though the tracking clearly shows it was sent?
