EBay Global Shipping program: Pitney Bowles..... no tracking number, nothing after 34 days....

I purchased a car part on ebay USA  back in mid June. It was an unusual transaction as the seller got some of the paypal fees, but the other half went to a third party transport company (Pitney Bowles) after eventually getting that sorted, I have been trying to find some information on the shipping. I send the seller a question via ebay item not received and he is now getting ancy saying that he will loose the money, I wll get the item, last time he is selling to overseast etc etc. I cannot find any info for a tracking number, he cant give me a tracking number, said item was shipped to Tennesee for a 2nd party shipper...... Paypal has no info on the transaction and does not even have a contact for the company (Pitney Bowles) who have recieved the freight payment....

I have done some googling and it appears that the global shipping program offered by ebay is a nighmare. I am not keen on putting in a dispute, as I have previously been duped by buyers saying items have not arrived (I even had tracking numbers to show they had) and they had the funds stripped from my paypal account.

Any advise on who to contact or where I might find a shipping or consigment number would be greatly appreciated....
