Purchases 4x time items from China, received only 2x items. The two items received have the same tracking number for items 3 and 4. After several messages finally spoke with a representative from the company in China and they stated that the items had been sent, advising the representative that I have spoken to the delivery service in Australia and they only received 2x items from this seller. The representative stated that they are unable to assist in any way, as they need permission from the Australian delivery service to look into this matter further. Requested for the representative to check there dispatch department and she hung up. No further response from the seller has been made to rectify this issue. Buyer now just wants money to be returned.

However, in this thread you have given additional crucial information.
DON’T open an “Item Not Received” dispute. The seller has partially sent you your goods; that means there is proof of delivery. You would automatically lose a dispute claiming INR because of that.
The correct way to request refund for the items not received is a “Not As Described” dispute. Within that, you must select the option stating that you have only received part of what you ordered.
Include photo within the dispute. Don’t accept less than the refund to which you’re entitled. Don’t accept an offer to send replacement.
